Forgot to answer the first part of the question: Depends on the patch. We don't send batctl patches to David S. Miller. So the latest set of patches were only for batman-adv. But usually you can check it by looking for "batctl: " or "batman-adv: " in the subject line. And you can easily find patches for batctl in the mail archive of this month.
