    batman-adv: netlink: add gateway table queries
    
    Add BATADV_CMD_GET_GATEWAYS commands, using handlers bat_gw_dump in
    batadv_algo_ops. Will always return -EOPNOTSUPP for now, as no
    implementations exist yet.
